The
Redevelopment of the Union Agricultural Station
The
Union Agricultural Station has been allowed to deteriorate
over the last four years during the reign of the previous
Administration. This was primarily due to the impending
relocation of the Station to Roseau in light of the Cabinet
Conclusions (935 of December 15, 2003 and 508 of July 25,
2005) which allocated 12 – 15 acres of the Union Agricultural

Discovering
the real Cuba
For
years I have wanted to see for myself why Cuba for so many
has remained a hallowed place. The glory days of
Hemmingway and friends have long gone and reports from the
U.S.A. about the country are not at all flattering, but the
curiosity of the world to see Fidel Castro’s Cuba before
the old fox quits the scene, remains; and I was one of those
curious people.
Bubbling
On Exile Street
I
read Robert Lee’s musings on the Election Day spent
in Boguis. Red cats’ tails, red bougainvillea, red mealy
bugs and all. I sat with friends and partners. On
an utterly serene afternoon at Laurel’s, Paul and Hilary
walked me through the campaign’s highs and lows. Later,
Lyttleton’s brand of insight into what really counts
– finding that profound thrill,

Voluntary
Counseling and Testing - A Strategy to improve Mental Health
Mental
health is something most of us take for granted. Its importance
should be highlighted more clearly in light of HIV/AIDS. The
impact of HIV/AIDS on the mental health of St. Lucians often
goes unnoticed. Given that at the beginning of January 2008
there have been 656 reported cases of HIV/AIDS since the first
case in 1985;
Crimes
against property
There
are two elements of any crime: the actus reus (the criminal
act) and the mens rea (the guilty mind). A crime
has not been committed if one of these elements is missing.
Crimes against property are such a wide area of law that it
would be impossible to cover it here; however, a number of
the topics have been highlighted that fall under this category.

Scientists
warn of Coral decline in the Caribbean
In
recent years previous studies of coral reefs were carried
out on a small scale and in specific areas and therefore the
magnitude of the problem remained unknown. In 2003,
Isabelle Côté a biologist at the University of
East Anglia in England together with four other colleagues
from the Tyndall Centre for Climate Change Research compiled
and analyzed,
